UN Expert Says Afghanistan Needs a New Social Order

David Fernández Puyana, a United Nations expert on human rights, peace and conflict resolution, says Afghanistan needs a new social order based on the rule of law, justice, accountability and strong institutions free from corruption and impunity in order to overcome its current crises. He made the remarks on Monday, May 11, during a meeting in Geneva titled “In Search of Justice, Truth-Seeking and Reconciliation: Foundations for Restoring the Rule of Law in Afghanistan.” According to Puyana, drafting a new constitution agreed upon by all Afghan parties could help pave the way for lasting stability and security in Afghanistan and the wider region. He also stressed that education for peace and coexistence should be prioritised, adding that respect for life, human dignity and human rights are fundamental principles of peace and global coexistence. The UN expert further said that despite widespread restrictions on women and girls and uncertainty over Afghanistan’s future, political dialogue, justice, accountability and peacebuilding must remain integral parts of intra-Afghan negotiations to create the conditions for rebuilding a peaceful Afghanistan. Participants at the meeting also discussed issues including the creation of an independent accountability mechanism for Afghanistan, transitional justice and the formation of an inclusive government.
