Richard Bennett, the UN Human Rights Council’s Special Rapporteur for Afghanistan, referring to the attack by Pakistan’s military regime on the Omid drug treatment hospital in Kabul on 16 March, which United Nations Assistance Mission in Afghanistan (UNAMA) also said resulted in the deaths of more than 269 civilians, stated that “this incident requires a full and independent investigation.” Mr Bennett added that “deliberate attacks against civilians or civilian facilities may constitute war crimes.” The UN Special Rapporteur also called on the Islamic Emirate to “ensure the safety” of patients in such centres.
